I can find no info about the Traction Control button located next to the Parking Brake button in the Owners Manual .
I assume that you probably want it on all the time ? What would be the reason to turn it off ?
Any advantage to having it off , like mileage ?

This is from the User Guide (page 166) for the 2016 Renegade (I just guessed on the year, you can always take a look at other model years on mopar.com) regarding the ESC light, and might help with part of your question:
"Electronic Stability Control (ESC) Activation/Malfunction Indicator Light
If this indicator light flashes during acceleration, apply as little throttle as possible. While driving, ease up on the accelerator. Adapt your speed and driving to the prevailing road conditions. To improve the vehicle's traction when starting off in deep snow, sand or gravel, it may be desirable to switch the ESC system off."
